Sapperton District Energy Bylaw

Our team assisted the City of New Westminster in the establishment of the new Sapperton District Energy System Service Area. This work included the delineation of the service area boundary and a phase-in approach for district energy connection.

• We developed a Service Area Bylaw that defined specific connection requirements, building permitting requirements, operational requirements, applications fees and processes, metering procedures, levies and charges, offences and penalties, and considerations of access and liability.
• We drafted Technical Design Guidelines to ensure the compatibility of building mechanical systems with the DES.
• We recommended specific options for associated polices, incentives and other regulatory mechanisms to compel connection to the system.
