Clara Bagenal George speaking at Setting the Standard for Net Zero Carbon Homes
Clara Bagenal George speaking at the consultation event for the Winchester District Local Plan 2019-2039 on Wednesday 23rd November (12:00am – 13:00pm).
The council has declared a climate emergency and has committed to providing the leadership for the district to be carbon neutral by 2030. This will contribute to the UK’s legally binding target of net zero carbon by 2050.
What can the local plan do to reach our Net Zero Carbon targets and what does this look like?
In order to ensure that development is sustainable and minimises greenhouse gas emissions to meet the Council’s climate emergency target of 2030 we want to set out a positive policy approach on energy efficiency standards that we would require residential and commercial development proposals to meet.
Policy CN3 in the draft Local Plan sets energy efficiency standards for residential dwellings (all new residential dwelling should not burn any fossil fuels on site for space heating, hot water or used for cooking).
Using higher energy standards also has the added advantage of reducing the running costs of residential dwellings which is becoming an increasingly important issue for all households especially those people on lower incomes.
This free online event will provide more details on how the local plan addresses carbon neutrality and designing for low carbon infrastructure and the new energy standards.
